Arthur I.“Buddy” Jacobs
Founder & Principal
Arthur I. “Buddy” Jacobs’ family moved to Fernandina Beach in 1943 where
he has remained a resident. He is a graduate of the University of Florida.
While there, he was president of the student body, and upon graduation,
he became dean of University Relations and Development at the age of
26. He has served as an Organized Crime Strike Force prosecutor in the
fourth judicial circuit. While serving as Nassau County attorney for
13 years, he wrote the first zoning code for the county. He has been
general counsel for the State Attorneys of Florida since 1971, representing
them in the U.S. and State Supreme Court, District Courts of Appeal and
the Florida Legislature. He has been counsel to the Trial Lawyers Section
of the Florida Bar since 1977, representing 7,000 civil trial lawyers
in Florida. He has represented them in the State Supreme Court and the
Legislature. He has served as chairman of the State Arts Council of
Florida and was a member of the National Council of the Arts for a decade
under presidents Reagan and Bush. He has been chairman of the Advocacy
Committee of the American Arts Alliance in Washington. He has served
since 1977 as a member of the Board of Advisors of the Preservation Institute
of Nantucket and has been chairman of the board for over a decade. He
has lectured throughout the country about historic preservation and how
to restore towns and cities, using his work in the restoration of Fernandina
as an example. He was recently selected as a regent on the Board of the
American Architecture Foundation in Washington, D.C. The Academy of Florida
Trial Lawyers named Jacobs the top advocate in Florida among trial lawyers
for justice for the citizens of Florida for 2005. He has been head usher
of his church, the Amelia Island Chapel, for more than a decade.
Richard J. Scholz
Associate
Richard J. Scholz was born in Medina, Ohio, and raised on the family
farm where his parents still reside. He graduated from the Ohio State
University College of Pharmacy in 1977, became a licensed pharmacist
in the state of Ohio and embarked on a career in community pharmacy.
In 1987, Scholz founded Complete Pharmacy Network, a pharmacy benefit
management company that pioneered the implementation of real-time computerized
pharmacy management and cost controls to clients throughout the United
States. In 1994, he negotiated and facilitated the sale of the company.
He then launched The Denali Group Inc., a multi-faceted health care economics
management consulting group to manage projects for stakeholders in the
distribution, delivery and financing of pharmacy care. Throughout his
career, he gained respect for the counsel of his legal advisers, lobbyists
and the relationships between government, health care administration
and technology — leading Scholz to pursue a legal education to fortify
his health care management background. Scholz graduated cum laude from
Florida Coastal School of Law in Jacksonville, Fla. in 2005 and became
a member of the Florida Bar in 2006. He has received recognition from
the Ohio House of Representatives for his work as president of the Board
of Education of his local public school district in Ohio, has been an
active member of the Academy of Managed Care Pharmacy and the National
Council of Prescription Drug Programs. Scholz joined Jacobs & Associates
in 2005.
Borden R. Hallowes
Associate
Borden R. Hallowes was born in Jacksonville, Fla. He attended the University
of North Carolina, receiving his law degree with honors in 1963. For
43 years, he has practiced law in civil litigation; trusts, wills and
estates; and most forms of business law. Hallowes has served as general
counsel for the Christian Broadcasting Network of Virginia Beach and
the Florida Physician’s Reciprocal Insurance Company in Jacksonville,
Fla. Additionally, in the 1970s he was the assistant city attorney for
the city of Ft. Lauderdale, Fla. He is a member in good standing of the
Florida Bar and has been a member of the Broward County Bar Association,
the Defense Research Institute, the Florida Academy of Trial Lawyers
and the Jacksonville Bar. Hallowes has tried approximately 700 jury trials,
including cases in the three federal district courts of Florida and in
more than 19 county circuit courts. He joined Jacobs & Associates
in 2005.
